Scenarios could always be shared, but you had to go through a lot of extra steps, thats why they have now the ability to publish scenarios on the workshop. I don’t know why you’re trying to explain modding to me, maybe it’s a weird Age-specific thing that I’m not aware of, but mapmaking is widely considered to fall under the umbrella of “games modding”.
